Windows Error - Could Not Access VBScript Runtime

If you receive an error during installation that informs you that:

"Could not access VBScript run time for custom action."

This informs you that the Visual Basic scripting runtime cannot be accessed on the target Windows machine. To resolve this issue:

1) Make sure you are using a supported operating system. Windows 7 x64 is the minimum required version of Windows.
